IFAB's 2026/27 Laws add a visual five-second countdown when a team is unfairly delaying a throw-in or goal kick. An expired throw-in countdown gives possession to the opponents; an expired goal-kick countdown produces a corner.
The substitution protocol also requires a player to leave by the nearest point within ten seconds of the referee's signal, unless the referee allows otherwise. Competitions may additionally permit VAR intervention for a clearly incorrect second yellow card, mistaken identity or an incorrectly awarded corner when it can be corrected immediately.
The useful match-watching angle is tempo: referees now have clearer tools against restart delay, but the countdown begins only after the referee identifies unfair delay and signals it.
